Improving Environmental Policy and Law for Promoting Sustainable Industrial Development in India

The main aim of the programme is to provide inputs to the evaluation and revision process and policy statements of the Ministry of Environment and Forests, Govt. of India in the area of Environmental Legislation in India. It also incorporates new and innovative policy measures in agreement with international standards for effective environmental management.

Background and objectives

The project “Improving Environmental Policy and Law for Promoting Sustainable Industrial Development in India” is being implemented by the Society with the support of the Ministry of Environment and Forests, Govt. of India. The main aim of the programme is to provide inputs to the evaluation and revision processes and policy statements to the Ministry of Environment and Forests, Govt. of India. It also incorporates new and innovative policy measures in agreement with international standards for effective environmental management. The agency also provides support to other organizations working in this field.

The main objectives of the programme are as follows:

  • To provide research and technical inputs to the preparatory process at the Ministry of Environment and Forests, Govt. of India, in the area of Environmental Legislation in India;
  • To analyse the present status of existing environmental legislation in the country vis-à-vis international environmental legislations and standards;
  • To identify new and innovative approaches for environmental management and pollution control;
  • To address the unforeseen environmental problems, and to develop effective legal solutions for restraining them;
  • To identify the specific pollution causing sectors and amendments needed in the existing corresponding environmental legislations for pollution control in these sectors;
  • To guide and assist officers for preparation of various notifications, under the various acts in consultation and also for taking up legislative measures;
  • To coordinate and compile information pertaining to various acts;
  • To broaden and deepen environmental law knowledge at the governmental, community and non-governmental, industry and professional levels through the medium of workshops, stakeholder meetings and compiled research material.

Achievements

The Society has recruited one project coordinator to oversee the activity of the programme, to organize workshops, to prepare the background document etc. As a part of the activity of the Programme, the Society has organized the Workshop on Environmental Policy and Law for Promoting Sustainable Development during February 23 – 24, 2004 at New Delhi. The workshop was organized with the support of Ministry of Environment and Forests, Govt. of India. During the workshop, the resource persons (from various departments and organizations like Central Pollution Control Board, Ministry of Environment and Forests, Govt. of India, Ministry of Defence, Govt. of India and various Academic Institutions) presented their papers on the issues related to environment and law. The papers presented by the resource persons will be published in the form of proceedings.

The project staff is making an effort to compile all the major environmental laws, policies, institutions and other measures. The process of establishing network/linkages with the industries and other environmental law related agencies is in progress by the Society.
